Project:   Advisory On-Call Services for Passenger and Freight Rail Operations

Client:    Delaware Transit Corporation

The State of Delaware contracts for the operation of commuter rail service between Newark, DE, Wilmington, DE, and Philadelphia, and also subsidizes the operation of three freight railroad lines in the state.

Zeta-Tech’s contract covers both freight and passenger services. In the passenger area, Zeta-Tech is responsible for:

  • Review of contracts and cost estimates
  • Ridership forecasts for proposed new services
  • Advice on facilities investments to assure reliable train operation

On the freight side, Zeta-Tech has been asked to evaluate the business prospects of the three subsidized rail lines, and investigate means for making rail freight more competitive with truck transportation. Zeta-Tech is also responsible for providing a liaison with the Class I railroads serving Delaware (Norfolk Southern and CSX Transportation), and assisting DTC in negotiating facilities investments to benefit Delaware rail shippers.
