Project: Safety & Performance Monitoring of the Conrail Merger Client: Federal Railroad Administration
The Federal Railroad Administration (FRA) uses ZETA-TECH for analytical and policy support in the Safety Oversight of the Conrail integration process. ZETA-TECH was hired in large measure because of unique former “insider” experience at Conrail, and in work done in 1996/97 to prepare operations and marketing portions of the NS Application for Control of Conrail (the STB Merger Case, June 1997). ZETA-TECH also had direct prior experience in preparing Environmental Safety Ratings of changes in pre and post merger traffic flows, and experience in predicting changing business flow patterns and events following other recent mega-mergers (including 1)BN & Santa Fe, 2) Conrail & Eastern SP, 3) Union Pacific & Chicago Northwestern, 4) Union Pacific & Southern Pacific, and 5) Split-Control of Conrail by NS and CSXT. Zeta-Tech currently provides weekly statistical updates of service and safety related changes across not only the Conrail Shared Assets terminals, but also across the Norfolk Southern and the CSX Transportation networks. ZETA-TECH also prepares weekly post Conrail split technical briefing papers for the internal use of the FRA Safety and Policy officials. ZETA-TECH provides additional technical support in the form of special reports, including a autumn/winter 1999 white paper and recommendations on Post-Split Information Technology Issues. ZETA-TECH is to further provide additional merger oversight analysis, as requested. |
